Goal 1: Monitoring and Compliance
Compliance with the Fijian Constitution and international human rights agreements and standards is improved in public and private sectors.
Priorities
- Complaints handling processes strengthened
- Comprehensive and regular monitoring of places of detention
- Human rights impact monitoring of natural disasters and climate change
- Human rights jurisprudence developed through litigation by increased use of ‘amicus’ role with a minimum of three successful cases annually
- Discrimination tackled through complaints handling, education and advocacy and litigation
- Monitoring of compliance by the state with UPR commitments
- And obligations under conventions relating to human rights including by submitting alternative reports.
Goal 2: Research, Investigation and Policy Guidance
Legislations and policy proposals explicitly articulate human rights principles and values.
Priorities
- Regular review of draft legislation and policy proposals with submissions and advice to parliament and government agencies to ensure compliance with human rights principles and values
- Scope and undertake projects on investigating and producing national reports on:
- - Rights of disabled children and young people
- - Access to health services
- - Access to healthy, affordable and safe housing
- - Access to clean water
- - Discrimination faced by LGBTIQ community
Goal 3: Promotion and Advocacy
Everyone in Fiji knows that they have human rights and responsibilities and how to claim and defend these rights.
Priorities
- Review and embed human rights in the school curriculum
- Building relationships and partnerships with diverse civil society
- Translation of human rights initiatives into major Fijian languages including braille and sign language
- Engage the private sector in promoting human rights principles and values with a focus on employment and labour rights
- Engagement with the international community
Goal 4: Institutional Strengthening
The Fiji Human Rights and Anti-Discrimination Commission will be an adequately resourced, credible, trusted and effective national human rights institution in line with Paris Principles.
Priorities
Commissioners
- Advocacy for increased time for Commissioners to fulfil their constitutional responsibilities.
- Ensure adequate support to the Commissioners for the Commis sion mandates including training for Commissioners in the area of human rights, anti-discrimination, international treaties, conven tions and related reporting mechanisms.
Staffs
- Fully staff the Commission in consonance with the revised organisational structure
- Update and develop human resource policies and practices including pay, working conditions, recruitment and appointment, performance review and disciplinary procedures.
- Develop a comprehensive staff development programme
- Update the Operations, Finance and Complaints Handling Manuals
- Strengthen the legal, educational and communications capacity through partnerships with and international institutions to offer professional capacity building in the area of human rights, anti-discrimination, international treaties, conventions and related reporting mechanisms.

- Implement a Case Management System
Infrastructure
- Engagement with the Asia-Pacific Forum of National Human rights Institutions (APF) and the Global Alliance of National Human Rights Institutions (GANHRI) for professional development, exchanges of experiences and expertise and a contribution to strengthening human rights across Asia-Pacific and beyond.
- Engage with UNDP, OHCHR and other UN agencies as well as partner with other NHRIs in the Asia-Pacific region.

- Establishment of offices in the north and west and mobile clinics for rural and remote areas
